Steve was born and raised in Phoenixville, Pennsylvania. He received his B.A., magna cum laude, from the University of Pittsburgh in 1974 and his J.D. from Temple University in 1978. Mr. Baer was admitted to the Pennsylvania Bar in 1978, the U.S. District Court Eastern District of Pennsylvania in 1981, and the U.S. Supreme Court in 1984.
Steve has served on many distinguished committees and groups throughout his career. He is currently the Chairman of the Criminal Defense Section of the Chester County Bar Association. He was a member of the Board of Directors for both New Century Bank from 1992 to 2002 and the Chester County Bar Association from 1986 to 1988. He was Solicitor for the Borough of Spring City from 1983 to 1996. He was the President of the Phoenixville Senior Adult Activity Center in 1982, 1983, and 1986. He served as Chairman of the Judicial Evaluation Committee of the Chester County Bar from 1986 through 1988. He was a member of the Doris Jonas Freed Family Law Inn of Court from 1992 to 1998. He is currently a member of the Pennsylvania and American Bar Associations and the Pennsylvania and National Associations of Criminal Defense Lawyers.
In addition to being a successful lawyer, Steve is a highly-trained mediator and has been one for over fifteen years. He founded and now leads Mediation Resources, a full-service mediation firm specializing in both personal and business dispute resolution. As acknowledgement of his experience and expertise, he has been designated an “Advanced Practitioner” Member of the Association of Conflict Resolution. Steve was also a contract mediator for the U.S. Postal Service and has been on the rosters for the Montgomery and Chester County custody mediation programs. Steve also volunteers his services to the Montgomery County Mediation Center.
Stephen Baer is the Managing Partner of Baer Romain, LLP. He concentrates his practice in the areas of family law, criminal law, personal injury, civil litigation, and mediation. He began his law career as an Assistant District Attorney with the Chester County District Attorney’s office and established his law practice shortly thereafter.
Dave received a B.S. degree in 1957 from Penn State, a law degree from Villanova School of Law in 1960, a D.Phil. from Oxford University in 1963, and he completed post-doctoral studies at the National University of Mexico in 1964. He is the author of Exclusionary Zoning Litigation (1976) and numerous law review articles on several different subjects.
Dave concentrated in his practice of law in real estate development and construction, municipal law (serving as counsel to municipalities, municipal authorities, and civic associations), civil litigation, corporate law (as counsel to public companies and private companies), and international law (working on commercial and/or real estate projects in China, Singapore, Malaysia, Thailand, Australia, New Zealand, Hong Kong, Isle of Man, and several nations in Europe).
Rob was born in Upper Darby, Pennsylvania. He received his B.S., summa cum laude, from West Chester State College in 1979 and his J.D. from Villanova University School of Law in 1982. Rob was admitted to the Pennsylvania Bar in 1982, U.S. Court of Military Appeals in 1983, U.S. District Court Eastern District of Pennsylvania in 1986, and the U.S. Supreme Court in 1988.
Rob is currently the Solicitor for the Borough of Spring City, a position he has held since 1997. He is also an active member of the Chester County Bar Association and the Pennsylvania Bar Association. In addition, Rob has served on the boards of directors for a number of community-based not-for-profit organizations including the Phoenixville Area YMCA, Phoenixville Area Community Services, Phoenixville Area Chamber of Commerce, and Phoenixville Hospital Malpractice Fund, Inc. Rob currently serves on the Board of Directors for Phoenixville Federal Bank & Trust and also serves on the Board of Trustees for Phoenixville Hospital where he is Vice-Chairman.
In addition to being an experienced attorney, Rob served for 30 years in the United States Navy, Judge Advocate General’s Corps. He served on active duty with the U.S. Navy from 1982 to 1986 and continued, thereafter, to serve in the United States Naval Reserve, where he held the rank of Captain. Rob retired from the Navy in 2012.
Robert M. Romain is a senior partner at Baer Romain, LLP and has been with the firm since 1986. His areas of practice include real estate, business law, and estate planning and administration. As a seasoned real estate attorney, his practice involves the preparation of agreements for residential and commercial transactions, title insurance, settlements, landlord/tenant, and zoning and municipal law. Within the realm of business law, Rob handles the formation of business entities including corporations and limited liability companies as well as the purchase and sale of businesses.
Dave is of counsel to the firm, having retired from the active practice of law in 2013. He is active in various real estate ventures in the Phoenixville area. He practiced law in England in 1960 and 1961, clerked for Judge Theodore Riemel of the Court of Common Pleas of Philadelphia in 1962, practiced law in Mexico in 1963, clerked for Judge Edward Biester of the Court of Common Pleas of Bucks County in 1964, had a law office in Bucks County from 1964 to 1984 and in Chester County from 1984 until he joined the firm in 2012.
